My understanding is the following:

The below dead and quiet periods are designed so D1 -D# and NAIA would have an equal chance to see and sign kids equally as D1

Please check the information for yourself as I may be interpreting them wrong also. I was told that thie below applies to D1.

(d) November 7-10, 2005: Dead Period

(e) November 11, 2005, through February 28, 2006, Quiet Period
[except for (1) below]:
(1) January 5 (12:01 a.m.) through January 9, 2006, (12:01 a.m.): Dead Period

(f) March 1 through July 31, 2006, Contact/Evaluation Period
[except for (1) below]:
(1) April 10-13, 2006: Dead Period

This information can be found at: http://www1.ncaa.org/membership/membership_svcs/recruit.../2005-06/DI_Baseball

Here is what I found;

Dead Periods in Division II Sports Other Than Football and Basketball

June 1, 2005 - July 31, 2006

(See Bylaw 30.11 for complete listing of recruiting calendars)

[Note: During the dead immediately preceding the initial National Letter of Intent signing date, the National Letter of Intent can not be hand-delivered; it must be mailed.]

Division II Field Hockey, S****r and Men's Water Polo

January 30 (7 a.m.) through February 1, 2006,
(7 a.m.) during the 48 hours prior to 7 a.m. on
the initial date for the spring signing of the
National Letter of Intent).

All Other Division II Sports

Exception - U.S. Diving National Championships

30.11.4.1.1

November 7 (7 a.m.) through November 9, 2005, (7 a.m.) (during the 48 hours prior to 7 a.m. on the initial date for the fall signing of the National Letter of Intent).

April 10 (7 a.m.) through April 12, 2006, (7 a.m.) (during the 48 hours prior to 7 a.m. on the initial date for the spring signing of the National Letter of Intent).

When the dead period for recruiting occurs during the U.S. Diving National Championships, it shall be permissible to observe prospects participating in that event.
I can say this, DIII does not have any dead periods, and while I'm out recruiting I always see DII's. I played at a DII and their rules are completely separate from DI, and DIII. Did you know at DII, you can play professional ball, and as long as you have not signed with an agent can come back and play DII ball?? interesting fact I would say! It just goes to show how screwed up the NCAA rules are :-)
