If a player transfers from one D3 to another D3 does he have to sit out a year?

My understanding is the answer is yes. Tranferring between any two 4 year NCAA schools, the one year sit rule applies.
I'm pretty sure that the sit rule applies only when transferring into a D1 from another 4 year school (D2, D3 or NAIA).
As I recall, D3 <-> D3, D3 <-> D2, D2 <-> D2, D1 -> D3 or D1 -> D2 can be done without sitting out.

3Fingeredglove is the real expert, but I believe the one year in residence (sit rule) APPLIES UNLESS an exception in the regulations comes into play. I am not familiar with D3 to D3 transfers, however, I know that it does apply D2 to D2, NAIA to D2. Transfers to NAIA are different, I believe they only require 16 weeks of residence.
