"Dead arm" is probably not a specific, well-defined term in the medical world so there are probably multiple interpretations floating around. But that Wikipedia article says that dead arm is an outcome of other injuries (hypertrophy, SLAP lesion) and that's not the definition I'm familiar with. To me, dead arm is simply a deficit condition that is corrected by reducing the work load to let the arm recover.
The term “Dead arm” comes from the turn of the century when they had no clue what was injured, if the injury was severe you were done.

You are either fatigued or injured. If it’s fatigue you will recover within 18 Hr.s to full substrate storage levels. If you are injured and I consider inflammation an injury you will recover at longer time intervals depending on severity and particular injury.

If you are pitching with any form of traditional motion you are continually injuring your arm.
