Dead means dead. It means no recruiting activity during that time. As a practical matter it means that college coaches cannot travel to see recruits, and they cannot host them, nor speak to them. They can view film though and send camp invites and recruiting questionnaires. Colleges can always speak to club and school coaches.

Since your son hasn't entered HS yet (correct) he isn't considered a prospect as far as D1. I am not sure of your question or the reason, but once the NCAA lifts its ban on the current dead period he can attend d1 camps. Be aware that you can visit college campuses but you can only speak to college coaches after September 1 of your sons junior year of HS. You can set up a tour of the campus with the school.

D2 and D3 have different recruiting rules.  My suggestion would be to concentrate on playing this summer.
