? FOR YA - A RUNNER ON 2ND LEADS OFF - THEN BEFORE THE PITCH IS THROWN TO THE BATTER - RUNNER TAKES OFF FOR 3RD (BALL STILL IN PTCHERS HAND) RUNS INTO THE SHORTSTOP (WHO IS CHEATING UP OR MOVING INFRONT OF THE RUNNER ON 2ND BASE) ? IS 3RD BASE AWARDED TO THE RUNNER FOR DEFENSIVE INTERFERENCE?

The SS has put himself in the position to be called for obstruction but it then depends on what happened with the runner. The problem is the PU has to see it because it is behind the BU, he has no chance to see it.
And if there is OBS then the runner would be awarded third in HS rules. Under pro rules (aka OBR) then this is "type B" so the umpire does what is needed to nullify the OBS so that might not be an award.
And of course the umpire needs to determine that there was OBS and that the runner didn't just jump into the shortstop to create contact.
