a couple of things here:
First, did the obstruction (this is NOT interference) occur on the frist or third base side of second?
At what level is this game being played? This matters because the NFHS rule differs somewhat from the NCAA/OBR rule (NCAA and OBR are almost identical).
So we have 4 possible situations (not knowint the level of play and the exact location of the obstruction):
1) Obstruction on the 1B side of second, OBR/NCAA,
2) Obstruction on the 3B side of second, OBR/NCAA,
3) Obstruction on the 1B side of second, NFHS,
and
4) Obstruction on the 3B side of second, NFHS.
Here is each ruling:
1) Award is completely based on the umpires judgement of where he believes the runner would have ended up had there been no obstruction. (At least First base)
2) Award is completely based on the umpires judgement of where he believes the runner would have ended up had there been no obstruction. (At least Second base)
3) Award must be AT LEAST Second base and any award beyond that is completely based on the umpires judgement of where he believes the runner would have ended up had there been no obstruction. (At least Second base)
4) Award must be AT LEAST third base and any award beyond that is completely based on the umpires judgement of where he believes the runners would have ended up had there been no obstruction. (At least Third base)
