Just like in 4-year colleges, it has to do with the kinds /amounts of scholarships they can offer.

In terms of play, it doesn't matter very much -- at least in this region, all the teams (D1,2,3) play each other and any one can be better than any other one without regard to level.

 

They do play within division at regionals and above.

One caveat to add - some states (such as Virginia) don't permit athletic scholarships at the JuCo level (D1, D2) even though NJCAA allows it.

It’s all based on scholarships. However, the d3 judo that can’t offer a scholarship is usually so cheap to attend that there really isn’t a difference unless you’re recieving a 100% scholarship at the other levels.

when I was doing my recruiting a few years ago I wrote off the d3 jucos assuming the talent wasn’t there. I ended up transferring in to a d3 juco my freshman year. The talent level at all 3 levels is very comparable with amazing teams and bad teams at every division. We routinely beat up on very well known d1 juco programs. I think we had a total of 16 kids sign to play at 4 yearsand at least 6 go to the division 1 level. 

Look at LSU-Eunice, western Oklahoma, hinds at the d2 level

 Tyler, Brookhaven, east field, Northlake at the d3 level

all great programs with a ton of good players
