Is there a minimum amount in div 2 for monies if signing a NLI?

I believe that the minimum 25% scholly for NLI applies only to Division 1.

There are several threads here on the minimum and the NLI.

D2 has no minimum, but signing a NLI likely requires a nominal award, say $400, which is the standard amount used for all player's book expenses in equivalency calculations. In order to sign a NLI, the school must offer some level of financial aid. Also, it is a contract between player and school, and a rough rule of contracts (I'm not a lawyer) is that both parties have to benefit from a contract. I'd guess that $1 isn't enough.
