Here is the official guidance from the NCAA.ORG manual

13.1.3. Telephone calls to prospects.
para 13.1.3.1. - Time period for Telephone calls - General Rule. "In all sports other than football, one telephone call to a prospect or a prospect's relatives or legal guardians may be made during March of the prospect's junior year in high school."

13.1.1. Contactable Prospects.
para 13.1.1.1. High School Prospects. "In all sports other than football, it is permissible to make one in-person, off-campus recruiting contact with a prospect or a prospect's relatives or legal guardians on the prospect's high-school campus during April of the prospect's junior year in high school (subject to applicable recruiting calendar restrictions)."

That text you posted I believe is from the NCAA D1 manual, not the D3 manual. I just checked both and found the exact text you posted under the right numbers only in the D1 manual.

The D3 manual says this below for contacts, but as no surprise to me I cannot even find the section that says when college coaches can call prospects. Its like its missing from the document entirely???

13.01.5 Time Periods for Contacts. In-person, off-campus contacts with a prospect or a prospect’s relatives or legal guardian(s) may not be made until the prospect has completed the junior year in high school.


This could be outdated though, and like I said, someone in the know told me the D3 contact rules had recently changed. They also said many coaches were not even aware of the change, whatever that means.
Jeez, go through these manuals and you don't need a sleeping pill. Too funny. Anyway, the gist of what I have read is, Div. 1 as I posted above. Div II is contact and phone calls after June 15th preceeding their senior year. And, Div III is after their Junior Year is completed. So, there you have it, clear as mud.

There haven't been any changes to the DIII contact rules recently and the reason you couldn't find anything in the manual is because DIII coaches are allowed to contact prospects via phone at any time.

There is no way this was the rule a year or two ago, so I have no idea when it changed. It used to be something like phone calls were allowed at completion of junior year.

I checked the College bound student athlete manual

and sure enough on page 29 it says there are no restrictions as to how many calls can be placed or when they can be made.

Perhaps they assume no D3 program has the money or desire to harrass an athlete with phone calls.
