Pony League game last night. Ump called the runner on 2nd base out for not going all the way back to the bag and 'touching' it after every pitch. Is this insane, or am I losing my memory of the rules? This may be a softball rule, but have never seen it in baseball. I was speechless.

No, you're not losing your memory. Maybe the ump is.

There is no requirement for runners to retouch after every pitch. It may be a softball rule since runners can't leave the bag until the ball leaves the pitcher's hand.

The only requirement to retouch is after a foul ball (ball is dead) and the umpire isn't supposed to put the ball back in play after a foul ball until all runners have retouched their bases. Generally, if the runner returns to the vicinity of the bag it's all good.
