Draft and Follow

A player is drafted, usually the second day of the draft, and the team doesn't have room for him in the minors, or they think the player need to mature a little more (physically, for example). Because they own the player till the next draft, they follow the player's developmen and sign him before the next draft if they believe the player has reached the expectations. If the player is not signed, he may get back to the next year draft.
Racab, there is an exception on ownership until the next draft. If a player goes to college, not JC, then the team loses his rights at that point. So draft and follow applies to J.C. in most situations. A player is drafted and they follow him through his next JC season. If he progresses, they try to sign him before the draft because that is when they lose his rights.
Draft and follow does apply in college circumstances also but the team loses the right to sign the player on the day the player enrolls and reports to class at college.
