A player is eligible after 3 years at a 4 year program or every year while attending a JUCO.
Thanks for the responses. I was chatting on another board and a comment was made that declining a draft selection out of high school forces a player to wait 3 years before being drafted again regardless of a JUCO transfer.
I believe you are eligible if you are 21 within so many days of the draft. The number 45 days seems to spring to mind but I could be wrong on the exact number of days.
