These are the top prospects eligible for the 2013 MLB Draft.  College seniors will not be added to the list until after the deadline for drafted juniors to sign.  This list is continually updated and, no doubt, lacks some names that belong.

Off the top of my head...HS is pretty limited to Connor and he could be taken very highly.  College has a couple more with HR ties, with Chi shooting up draft boards.

Perfect Games' top 500 have the following HS draft prospects from VA, as of Jan. 2013.  I am sure there is a more up to date list and PG is just one source not the actual scouting bureau.

101- Connor Jones, although he is now 63 on the mid April top 100 (no 500 published)

117 - Andy McGuire

220 - Bryce Harmon

356 - Jack Roberts

370 - Austin Nicely

399- Luke Bolka

Pinder is 58 on the mid April top 100 and only collegian from VA in top 100.  6.5 weeks until draft.

Actually that is the norm and has been for some time.  Once a kid goes to a 4-year college, he's not draft eligible until after his junior year (specifically 3 years after his HS grad year), unless he turns 21 sooner, as 21-year-olds are eligible in any event.  You can be drafted again if you stay for a 4th or even a 5th year (see Silverstein, Cleary), but when you're a healthy hot prospect the draft will take you after year 3. 

 

As to the high schoolers, I saw that Harman and McGuire were taken later, I don't think the others were taken at all.  This is not any disparagement on any of those guys' capabilities, though.  I have heard one report that Harman got a call offering a fairly early round pick but he turned it down in favor of going to school; after that the team moved on to their next choice.  This is what "signability" is all about and I have no doubt that the rest of those guys would've been taken, or taken much earlier, if they had been interested in the amount of money teams were willing to put on the table to them.  File those guys' names away for 2016 and see if they aren't in that batch of college junior signs.  (Actually Allen will be eligible in 2015, 2016 and 2017 if he stays at UVA all that time.)
