It's in reference to a starting pitcher draft choice that may not be an effective starter - tough time getting through the lineup 2 or more times based on quality of pitches at the higher levels. If they draft a player as a starting pitcher, that is the role they expect that player to reach - relievers are typically taken in the later rounds, with smaller signing bonuses.
