He can run to first base if:
a. less than 2 outs and first base is unoccupied
b. 2 outs whether first base is occupied or not.
any other time he's out at the plate.

Also, remember a dropped 3rd strike is actually a 3rd strike not caught in flight.
Which mean, if the catcher short-hops the pitch, it is a dropped 3rd strike.

thank you pirate fan, i always say 'not caught third strike' in the pregame, and coaches give me a funny look. but not caught in flight or not caught are much more appropriate terms
