I know its not just locally but with the 3:30- 4:00 start times assignors do the best they can to put good guys on the varsity games....

Most of us have regular 9-5 jobs and to make a 3-4 start time means we have to leave work at 2:00 or 2:30. I can do this only a limited amount of times without negative impact... The guys who are self-employed or retired are becoming fewer and far in between to find.

I have seen some of our best guys working PONY league games at 6:00 PM because they can easily make those start times...

A freshman game could be assigned one of our less experienced guys, but if he passed the exam for certification, we would expect him to know this basic rule.

I watched a guy call a foul ball that was clearly foul by 8to10 feet that wasn't even over the foul pole but beside it a homerun. Some of these local guys probably didn't pass the test.
We had a bases loaded, two out dropped third strike in a varsity game. Ball rolled in front of the plate, lefty batter ran to first. Catcher went out in front of the plate, got the ball, stepped on the plate (very obviously and well before the runner from third was anywhere near HP). He then rolled the ball back to the mound and the team left the field.

Then two runs scored before the right fielder got the ball at the mound and stopped the merry go round.

After protest, umpires got together and changed call to out. Coach said when he went out to argue, HU was confused about the possibility of a force in this situation.
