You appear to be unaware that the Illinois High School Association (IHSA) is a private organization. Membership is not a requirement of schools throughout the state. However, these schools (yes even the governmental institutions) have to obey the policies of the governing organization (in this case the IHSA) when it comes to activities and athletics that fall under the IHSA.
If you as a parent or an athlete do not want to be subject to drug testing, it's pretty simple-- DON'T PLAY. They aren't requiring EVERY student to be tested-- just athletes randomly.
