This isn't the first time a summer league team has been in the news. Seems to be more prevalent with new teams, and in the lower level leagues. Looks like the league is doing their best to make sure no one loses their deposit money.

A. Because most players are assigned to summer league teams by their college coaches and unless the fee is outrageous, they are going to adhere to their coach's directives.

B. Most of the good leagues have moved to a pay model.

Assuming the gentleman who is likely making it rain at the "Bada Bing" with his middle-school embezzlement windfall is the referenced party in the baseball article?

My understanding is that it is otherwise an NCAA violation.  Someone can correct me, but I believe that is why.

Agree.  That is a big issue in keeping the college players amateur status.  And I would add that a lot of what's payed in summer leagues has to do with money that goes to host families to help pay for room and board.
