I believe but am not certain that the hand reaches its top speed when the elbow has gone from bent to extended. That doesn't mean that the arm has extended toward the plate. Trying to extend toward the plate can cause the pitcher to hold on to the ball past the point where the hand is traveling at its fastest speed.
