Does the F3 or F5 have to be in fair territory when holding a runner on? If they are not - what is the penalty if an umpire doesn't correct the fielder before the F1 pickoff attempt?
At least one foot has to be touching fair territory at the time of the pitch. The penalty is an illegal pitch (balk with men on), but I don't know anyone who looks for this one. If the fielder is OBVIOUSLY in foul territory, fix it. If not, leave it alone.
BTW, a pickoff is not a pitch, so there would be no penalty in that situation.
In almost every case the first baseman has at least one foot in fair and to accomodate the rule that is all that is required.........there is just no advantage to a fielder to have both feet out of bounds while holding a runner on.........
I am not saying that it cant happen, but as dash said Im not looking for it........
It's a balk in Fed, a don't do that in OBR. I agree with Dash and PIAA, I'm not looking for it. Most games we work are two man. In two manthe PUis watching the pitcher and batter. The BU is watching the pitcher, that's leaves no one to watch first.
