quote:
each runner is awarded three bases if a batted ball is touched by detached player equipment provided the ball when touched is on or over fair ground

...or is a fair ball while on or over foul ground, or is over foul ground in a situation such that it might become a fair ball.
Additionally, the award is determined from the base occupied at the time of the infraction.
Award is made from the time of infraction.

FED: 8-3-5a
NCAA 8-3g(2)
OBR MLBUM 5.9 and PBUC 3.9

This is the only award besides a walk during which the ball remains live. In this case, it remains alive until playing action ceases, and then any necessary award is made.

When one disagrees with another poster on rules, it would be a good idea--and common courtesy--to look up the rule rather than just asserting "I believe you're wrong."

3FG and pilsner are correct it is TOI....
I wasn't insulted at all. "the closer" just asked for a rule cite. 3FG did so before I saw the question so there was no need for me to elaborate.
This is probably why I don't post as often as I used to. There are more very knowledegable umpires answering questions than there used to be on this site. Certainly several who know more than I do. If I see that a question has been answered or a rule has been cited there isn't much need to answer again.

Where is the award based from?
Delayed dead ball, but, would it be different, if say, F4 vs F8 were to do it?

Detached Players Equipment.

One base on a Pitched Ball
Two bases on a Thrown ball
Three bases on a Batted Ball

Correct, Senor Umpires?
