What you're referring to is called "funneling" and it really doesn't matter whether you bring the hands to the chest, belly button or buckle.  What matters is that whichever is done, it's done consistently in order to make consistent throws.  Typically, "funneling" is taught to bring the hands to the chest.  But it doesn't need to be a hard fast rule if the player is comfortable and can find consistency doing otherwise.
