Well, first you say the pitcher faked to 3rd, then you tell the coach he was disengaged when he threw there. So - can't tell.

I have a question for you POLO. In another thread, piaa said you had done HS games at the state playoff level. Is that true? I don't mean to be rude, but the questions you ask here are pretty basic stuff, and a playoff umpire should know them cold. Don't get me wrong - the questions are good ones, but they usually don't come from umpires with your experience. Could it be that your association could do better in the training department?
Balk. No, you got that part.
However:
"I called nothing".

I woulda, for OBR at least.

8.02 The pitcher shall not—
(c) Intentionally delay the game by throwing the ball to players other then the catcher, when the batter is in position, except in an attempt to retire a runner.

PENALTY: If, after warning by the umpire, such delaying action is repeated, the pitcher shall be removed from the game.

OOO

When this happens most often it is the result of a brain **** on behalf of F1. Note the words "intentionally delay".
