Bases loaded, two out, dropped 3rd strike. Does this create a force where the catcher can just pick up the ball and step on the plate or must runner be tagged or retired at 1B?

Yes, stepping on the plate gets you an out.
That's the way i've seen it played but my real question was is the force created the instant the ball is dropped or must the BR do something.

The batter becomes a runner on strike three and remains one until the pitch is caught or he is put out. The force is on as soon as he becomes a runner.
