Don't know who makes them, but they are "Perfect Game" balls. Seams are MLB height. I was talking to a PG guy at the last tournament and he said they are not MLB balls, but the seams were the same. His comment was "If you can throw a curveball with these seams, you can throw them with anything." They are definetely less raised than HS or standard tournament balls.

First time my son was in a PG event, he made the same comment. "Man, there are no seams on this ball". Hope that helps. Others may have more specific details on the balls and who makes them.
The balls are made for us by Rawlings to MLB specs. They are very close to the Rawlings Minor League Baseball, but labeled PG. The seams are the same heighth as the official MLB ball. We think it helps when scouting pitchers. Most of the top guys are used to it, but I can see where someone throwing one for the first time would take a little adjusting. It doesn't take very long to make the adjustment.
