I think calling a balk in that situation would be reaching....If the runner can see that the ball is not in the pitching hand....merely moving the fingers or wrist would not be enough to contitute an effort to deceive.....

The clarification rule specifically mentions "swinging the arm"

IMHO....now for what that is worth....

I looked into it further and went to the 2010 case book....

Rule 6-1-3 situation P

says "any movement" of the arm is considered the start of the pitching motion and a pitch must be delivered to the plate so this motion results in a balk...

going to have to umpire here and determine what amount of motion is deceiving the runner..Im still leaning towards no balk in the finger moving issue....
