HBP and Determination of.....

Ok,
Batter is right hander who is HBP in the left thigh (closest leg to pitcher for those unsure). You're the plate umpire. You see that he moved his leg. It could be one of the following:

a) SLIGHTLY striding into the pitch to hit it but doesn't swing

OR

b) Slightly lifts leg but is still hit

OR

c) Leans forward into pitch

In what scenarios do you award him first using FED rules?

Probably all the above. Unless he doesn't move at,supposing that it wasn't a 90 MPH fastball that he couldn't avoid, or he watches a slow breaking ball come in and hit him, he's going to first. The other exception is in striding I think he is moving to intentionally get hit.
