Is there any point of emphasis for non adult "shaggers" wearing helmets? Does this mean the player who goes out to warm-up the right or left fielder between innings MUST wear a helmet?

No, they don't.
The guy warming up the fielder does not because the ball isn't live. The protecter for a battery warming up inside the confines do. Non-adult base coaches and bat shaggers do also.
