Don't quite get your question

If you are asking, whether it is normal for a SS to throw harder from the infield than they would on the mound. I suppose yea, its normal, especially if you are not acclimated to pitching off the hill, Pitching is a completely different art, and throwing hard on flat ground, IMO doesn't always translate into throwing hard on a hill.

If you mean do position players in general throw harder than pitchers, than yea, I suppose so.
For example, Miguel Olivo, catcher for the Marlins was clocked at 98 MPH throwing to 2nd base.
Players like Reyes and Furcal have strait up Cannons, and Vlad is right there with them. Just a few off the top of my head.
While as, the average pitcher velocity is about 90, give or take.

If you look at showcase results you'll see in general that most two way players with both results tend to have their highest velocities as a pitcher. There are however, cases where they will have a higher velocity as an outfielder or as an infielder. It happens more often with the outfielders who of course are usually crowhopping into the throw and don't have quite as high a premium placed on their accuracy as infielders.

Despite a few infielders and outfielders with strong arms, pitchers generally tend to have much stronger arms than position players.

I think you just answered your own question. You said you get more momentum in the outfield than the infield and more momentum in the infield than on the mound. Presumably that momentum comes from a faster movement toward the target. And that faster movement generates more energy to put into the ball. Furthermore, that faster movement contributes to better timing. I'm guessing that on the mound you move rather slow - possibly pausing at the balance point. Maybe. If so, then the trick for you is to learn how to increase your tempo and momentum on the mound. It's certainly possible.
