Without being intentional, there are is no limit on HBP a pitcher can have.

There is no rule in higher level baseball where a pitcher can be removed from the game for hitting batters.

Most people who ask this question are remembering a youth league or local rule from when they were young.

I worked a summer league that had a "3 HBP= removal of the pitcher rule".

If the PU believes that a pitcher is INTENTIONALLY throwing at a batter, he warns both pitchers and coaches/managers that the next pitch judged intentionally thrown at a batter will mean the ejection of that pitcher and his coach/manager.
