I've read here and elsewhere that if you would like to start out at JUCO and then move to a 4 year university, while selecting potential JUCO options you should learn about the school's program including percentage of transfers into 4 year programs. My question is - is there there an existing source for this information? How can I find that out?

Rankings and stats are available at the NJCAA site http://www.njcaa.org/sports_news.cfm?sid=7&divid=1&slid=3. There are tabs for DI, DII, and DIII. Beyond that, if you have interest in particular JUCO programs, each site should have press releases and other information regarding players signing with four-year schools. It's cumbersome, but effective.

As posted the NJCAA website is a good place to start, but I'm not sure it will have the data about which programs have a good track record concerning transfers to D1, D2 4 years schools. That's something you'll have to research - probably by contacting former players that have played and have transferred.
May just take a trip to the school's website. Here's one JUCO D-1 top=20 programs statistics:

Here is a link to their placement page. You can see that last year alone, they placed 16 kids into 4yr schools of one level or another.
