Actually the amazing thing here is how still their heads are.

Since they are still pictures, I would hope that their heads would be still.
You can reproduce that camera effect on your 12 year old easily enough. The key is to have a long exposure time.
We did it last fall for a school pic on a friend of my son's. The camera was set to a slow shutterspeed and my son carefully followed him with his lens as he ran. Once the shot was developed, the body/head looked fine, but the arms and legs BOTH looked like that shot of Pedro.
If you have a camera that has manual settings, try it ... your kids will love some of the efects you can come up with and it's really good for their scrapbooks.
