I was just looking at our HS preseason scrimmage schedule. Varsity has 8 scrimmage games slated. JV has five. But, the freshman team just has three. Is this typical?

It is typical for V to have more games and each level down to have fewer... many schools don't even have a freshman team. What is unusual is to have that many "scrimmages", at least in our area. Are you referring to non-league or pre-league or are these actually scrimmages?
Our high school had two scrimmages and jumped into the season. Tryouts started 3/1.They ended 3/5 even though I think the coaching staff knew the roster off fall ball gIve or take a player or two. The regular season started about 3/15. The two scrimmages could decide whether a kid was the last player on varsity or a JV starter.
As I recall scrimmages are limited to no more than two by the VHSL (Virginia). And some years they only got one in or none in due to weather before the 20 game season.

I'm not 100% sure. My kid is a freshman. But, my understanding is that there are set up by the coach or AD for practice purposes. FWIW, we went to watch one last year and our school wasn't even wearing uniforms in the game - just whatever pants and random shirts the players chose to wear. So, I assume there are unofficial.
Also should have added, FWIW, in the last couple of years that I've been paying attention, at least half - if not more - of the varsity scrimmages never happen due to bad weather and/or unplayable grounds.
