Thoughts?

I like this idea. Not only does it give pitchers the proper time to warm up since HS coaches often pull position players in the game to come in and relieve without a bullpen, it also can get bench players in the game where they might not have and also makes them have to stay loose during the game since they can be called in any time to the game.

If utilized right, this rule can benefit everyone.

I was referring to the line I quoted which is in refrence to the current courtesy runner rule which FED claims is a speed up and increased participation rule, but in reality is used most often to replace slow catchers and pitchers with speedier runners.
