There are many posts on HSBBW which address this issue. I think you should start with athleticism.. get yourself into great shape with regular cardio and light lifting at the gym. Then, just as important, LONG-TOSS YEAR-ROUND. There is no substitute, although many will try to persuade you otherwise. Third, eat right (no pop, fried foods, carbs at night). Fourth, do agility drills, band work, pitching arm exercises. Fifth, find a qualified pitching instructor to work on your mechanics (this might add instant velocity). Last, after you have done this for a few months, do heavier lifting with the legs and do sprints (for power). It's not easy, but if you want it you will do it.

The second part of your question is not so easy. If you are a pitcher, you need to be low '80's by next year to get some notice. Once you're there, register for a PG showcase. Contact colleges (see the recruiting information on this site).
