Most people want to decrease their pop time, not increase it!

Arm strength and throw velocity is important, but the quickest way to decrease pop time is by shaving time off the release.

It takes a long time to develop more arm strength, but changing certain aspects of release mechanics can be done quite quickly.

Have your throw down videotaped, and play it back in frame by frame to get an accurate measure of your release time. If it is over about .66 seconds (20 frames on the video) then you should be able to decrease it by sharpening up your mechanics - footwork, load, etc.
