Independant may be the private schools. In our stare some of the privates choose to join the state athletic association. Some choose to stay independent. It's two separate state tournaments. The state association tournament is the prestigious one. The upside to being independent is not being subject to state association rules.
I've never heard of that for high school teams.

I know that Notre Dame is probably the most notable in the college game. At the time they decided to do it they could because they were bigger than conferences (most notable football), now that has changed.

I don't see the value of doing that at the high school level and giving up post-season play.
