It might also be a case of a kid getting letters from a school (whether the "keep up the good work" or "we are having a camp") and the player/parents are under the impression that he is being recruited.

There were a few players at the Richards' summer league tournament that claimed that they were being recruited by Valpo and UIC ... despite the fact that they had never played 1 pitch with the varsity and were part of the in-house (Park District) baseball league.

I think the league administrators may have sent a list of players and addresses to some schools and the players were being invited to camp ... but you don't get a straight answer when you are the skeptic.

OTOH, some schools have alumni/"friends of the program" that keep an eye on the newspaper and the school will send letters to kids if they do something of note.
"Being recruited" is a very broad term. Many schools send out camp invites to a broad range of kids or mailing lists. Camps are generally money makers that provide the benefit of looking at specific kids or possibly finding that kid that is below radar.

Also, many schools will send out several hundred questionaires to gather information and build a database that helps them truly identify the prospects that they decide to truly go after and recruit.
