1. Runner on first with 0 outs

2. Sharply hit ground ball hit directly at second baseman

3. Second baseman moves up to field ball

4. Runner while in base path is hit by ball in stride directly in front of second basemen.

5. Batter-runner is a third of the way to first base at time of interference

Can two outs be called here. If R1 had not been hit by the batted ball it would have easily been a double play

FED rule 8-4-1: "The batter-runner is out when:
....h. any runner or retired runner interferes (2-21-1, 2-30-3) in a way which obviously hinders an obvious double play; ...."


So by rule a double play can be called, and contrary to OBR/NCAA no intent is required. I think however that a DP is seldom called in actual FED games when a runner is hit by a batted ball.

For me, intent would satisfy FED's double obvious requirement. Absent that, the B/R gets 1st.
