Player is on deck to hit. A foul ball goes up and towards the dugout. The on deck hitter backs up to the fence to get out of the way and the catcher makes contact with him. Interference or not.

It is interference under NFHS Rule 3-2-3.
Ball is dead, batter is out, any runners return to base occupied at time of the pitch.
Of course, this would only apply if the foul fly ball stayed in the field of play. (not mentioned in post)
