It means that the pitcher's better days are ahead of him.....Projectable is another word that may used.......
For example:
Pitcher A: 18 yrs old, 6'0" 210, could grow full beard if needed right now!!...LOL...Mother 5'4" and portly, Father 6'0" equally as portly, pitchers velocity is 89-91, w/ marginal breaking off-speed stuff, poor aptitude, work ethic and make-up is questionable, poor grades.
Pitcher B: 18 yrs old, 6'2" 175, barely shaves, Mother 5'7" lean build, Father 6'2" muscular build, pitchers velocity 89-91, long loose arm action w/ 12/6 breaking ball, good aptitude, coachable, hard worker, great make-up, good grades.
Pitcher B has more UPSIDE, will be much better in 3-5 years........Pitcher A is a "what you see is what you get" type of guy, most people do not feel he will improve much.....
It's all a **** shoot....
