Look at caseplay 2-16-2c. With R1 on base, B2 has a one-and-one count and attempts to bunt. The ball goes from his bat high into the air with a perceptible arc into F2's glove, and rebounds towards F1, who catches the ball while R1 is advancing. Ruling: This is not a foul tip, but a caught foul fly.

The implication in this caseplay is that the perceptible arc is what changes this into a caught fly. Without this arc, this would be a foul ball (after the recent change to reflect the necessity of F2 to catch the ball for it to be a foul tip.)

I am a little surprised they are questioning this. This rule is currently the same for all rule sets. If the ball hits the hand or glove first then it can rebound off and be a foul tip. If it goes stright to the gear or body besides the glove or hand then it is foul.
Tell them to read section 16 in rule two. It describes both a foul ball and a foul tip.
