I agree with CD, but I would substitute "lucky" for "good". There isn't much to go on in this case, and MLB's motivation to possibly find any evidence just took at hit too.
He got off the first time on a technicality. This time it is just hearsay, so he will likely get away with it again. Armstrong proved that with enough money you can keep getting away with it....for a while. We are talking about tens of millions of dollars so as long as there is this much money available for cheaters they will continue to cheat.
