RUNNER ON THIRD , NO ONE OUT, NO COUNT ON THE BATTER, PITCHER IN THE STRETCH POSITION, AND ALSO SET ON THE RUBBER. BEFORE HE STARTS HIS MOTION TOWARDS HOME THE RUNNER ON THIRD BREAKS FOR HOME. THE PITCHER STEPS BACK OFF OF THE RUBBER AND THROWS THE BALL TO THE CATCHER THAT IS IS STILL BEHIND THE PLATE. THE BATTER NOT SEEING THE PITCHER STEP OFF OF THE RUBBER SWINGS AND HITS THE BALL INTO LEFT FIELD FOR A BASE HIT.

THE ONE COACH COMES OUT RUNNING THAT HE CAN'T HIT THAT BALL BECAUSE IT WAS NOT A LEGAL PITCH.

THE RUNNER ON THIRD SCORES EASILY.

It does depend on what the umpires saw but I will respond as if the pitcher legally stepped off. If the pitcher balked, the answer would be different. But from your post I see no balk as your post says he stepped off prior to starting his motion towards home.

If the batter hits a "throw" made by a pitcher while off the pitchers plate in an attempt to retire a runner stealing home, it is batter interference and an immediate dead ball. The penalty would be with no outs, the runner would be called out.
