Is There a Fair Number

Based on the vast amount of experience pooled in this forum, let me ask a broad question. What is a "fair" number of pitchers to carry on the roster at JUCO? Would that number change for the DI, DII or DIII level? I would think if you were doing your homework, you would check the existing roster size on a program you were considering, look at what class these pitchers are in, look at the programs early signings and do some math. What is considered "fair" and what is "excessive"?

I would up the number 12 to 14 based on the shorter season. Most teams are playing 5 to 6 games per week, unless you are getting a lot of complete games you will need / use more pitches than in the past.
