Pitcher comes set with hands together up at chest level and comes to a complete stop, he checks the base runner, at second, by turning his only his head, then his head turns to home and he delivers the pitch. Called balk at the time the pitch is being delivered, Ump says hands rolled though at waist level and did not stop again. Is this a balk?

I dont see a balk as described.

With many things that are left to Umpire judgment, the one thing that crops up time and time again is what is considered a stop?....what qualifies for me as a stop may be long enough or too short for another umpire....

I try to teach a distinct stop and give the new umpires a uniform point to build on.
