Is this a Balk?

With a runner on second the pitcher, out of the stretch, turns to pick off the runner and throws to the SS who is about 8 feet (behind and to the left) of second base. The umpires in this case stated this wasn't a balk, because in thier judgement, the pitch's throw was in the general vicinity of second base.

location of throw to base doesnt matter, except for First. No balk.

your umpires were right for the wrong reason.
