We all know about the fake to third and then throw to first pickoff move. But, can you fake to third if there is no runner on third? Or would this be considered a balk?

A feint to an unoccupied base (from the rubber) is a balk, unless its 'for purposes of making a play'. Hard to see what play that would be, since its unoccupied.
Yea, unless a man is breaking from second, and then why not go ahead and get that out?
