Runner on 3rd. RH Pitcher takes full wind-up. Facing the plate, right foot on the mound. Natural rocker step has his left foot stepping back and to the left. Umpire calls balk because he is "stepping" towards 1B, but going home. Since almost all RHP first step in this general direction, would seem like all full wind-up would be a balk. (14u level)

No balk under any rule set. Awful umpiring.

WOW... I'm glad I wasn't his partner... but then again I wonder what his partner told him afterwards... No Excuses for calling that a balk...

Well, if it is the wind up, he can separate his hands during the wind up. Even if it is before he is ready to actually pitch the ball.

And, again, it is from the wind up so I can't imagine there being any kind of deceptive move. Though there is legal deception allowed in the game.
