Can somebdy please clarify what the new JUCO transfer rules are?

Do players have to get the JUCO coaches permission to leave after their first JUCO year?

I am sure it varies from state to state. My recollection for CA is that you can transfer pretty much anytime before the sesmester starts. If you participated in a sport at another JC it looks like you need to complete 12 units before playing for the new school.
